The Eayrestown Road Redevelopment Process
Background – The site on Eayrestown Road was part of the original receiving area of the transfer of development rights program that allowed the Township to preserve much of the farmland in the southern portion of the Township. When that program ended, the original “area in need” study was done in 2017 and the associated redevelopment plan, which called for 629 units (including 95 affordable) to address the State-mandated Affordable Housing Round Three. The Township adopted in 2018. This gave the Township protection from builder’s remedy suits associated with Round Three. Some redevelopers showed interest but ultimately none proceeded beyond the conceptual phase. The Township adopted an amended redevelopment plan for the same property in 2025 to address both Round Three and Four.
The Following is posted for the public’s understanding of the Eayrestown Road Redevelopment process and its current status.
Step 1 – Property Identified as an Area in Need of Redevelopment
- Resolution by the Township Committee to direct the Land Development Board to Study the Eayrestown Road property to determine if it qualifies as an Area in Need of Redevelopment.

Step 2 – Creation of Redevelopment Plan – A Redevelopment Plan creates the basic framework for what the Township expects from the development in terms of number and type of housing.

Step 6 – Developer updates plan in accordance with any conditions of approval.
Step 7 – Developer achieves final approval from outside agencies depending upon requirements of the Land Development Board.

Step 8 – Developer records subdivision at Burlington County Clerk Office. (Future)

Step 10 – Developer posts performance bonds for site improvements. (Future)
Step 11 – Developer obtains soil erosion and sediment control permit for site work and prepares land for development.
